  1. Preheat the oven to 425ºF. Line 12 muffin cups with paper liners (or grease well with oil or butter). Stir together the flour, brown sugar, baking powder, and salt in a large bowl. Cut in the shortening. Stir in the oats. Whisk together the egg and milk, and pour into the dry ingredients. Mix well. Fold in the raisins.
  2. Spoon the batter into the paper liners, filling each about ¾ full. Mix the sugar and and cinnamon and spoon about ¼ teaspoon over each muffin. Bake until lightly golden, 20 to 25 minutes. Makes one dozen.

How to make Oatmeal Raspberry or Blueberry Muffins: Instead of raisins, fold in 1 ½ cups (6 ounces) fresh or frozen (thawed and drained) raspberries or blueberries.
